First, make your way to High Banks in Broken Delta.
High Banks is a Level 13 area located in the southern portion of the map. The location is around 5391, -5903, while the central bank lobby area is around 5463, -5831, depending on the map reference being used.

Head inside the central building, which is often referred to as the Gao’an Bank or High Banks lobby.
Look for the Note inside the building. Depending on the reference, it can be found near the entrance, on a table, or close to a plant or flower by the counter.

Once the quest begins, several clue locations will appear on your map. The good news is that you don’t need to collect them in any specific order. The cafe is located on the western side of High Banks.
Look for a note on a table near the entrance.
The final clue says:
“The third digit is the largest, and the middle number is the smallest.”
Now the puzzle becomes extremely simple.
Your three numbers are 2, 3 and 5.
The largest number is 5, so it must be the third digit.
The smallest number is 2, so it must be the middle digit.
That leaves 3 as the first digit.
