The Chasm guide reports a separate cooldown of roughly 30 minutes between applications, making preparation especially important. Do not activate the Veil and then spend several minutes sorting your inventory.

You are fishing in the Mine Shaft but getting no Battery Casings: Keep fishing. The Battery Casing is a rare catch, and the approximately 1% figure is a community estimate rather than an official guarantee. Once you have confirmed that you are fishing in the correct Mine Shaft location, increasing the number of completed catches is the main approach rather than moving to another fishing spot.
