Why Ziva David Is So Hard to Replace on NCIS: Cote de Pablo’s Exit, Tony’s Return and What Comes Next

For a long-running series like NCIS, losing a major character is one thing. Recreating the relationships, emotional history and on-screen chemistry that made that character special is another. Ziva David, played by Cote de Pablo, remains one of the franchise’s most significant characters, even as the crime drama continues to evolve with new agents and leadership.

Ziva’s journey has taken several unexpected turns, from her departure in 2013 to her eventual reunion with Tony DiNozzo. Now, with Tony returning to the flagship series in Season 24, her legacy is once again part of the conversation. But what made Ziva so difficult to replace, and why does her story continue to matter?

How Ziva David Became One of NCIS’s Most Important Characters

Ziva David joined NCIS in the Season 3 premiere in 2005, following the departure of Caitlin Todd, played by Sasha Alexander. A former Mossad officer who became an NCIS liaison, Ziva brought a distinctive combination of intelligence experience, combat skills and a direct approach to investigations.

Her professional background helped her stand out, but her relationships with the team made her an integral part of the series. Leroy Jethro Gibbs became an important mentor, while her partnership with Timothy McGee helped establish her place within the investigative unit.

Her relationship with Tony DiNozzo, played by Michael Weatherly, developed into one of the show’s defining personal storylines. What began with teasing and professional rivalry gradually grew into a connection shaped by trust, affection and romantic tension.

Ziva was therefore more than another agent joining an established team. Her personal history and relationships became part of the show’s emotional continuity, making her eventual departure a significant change for the ensemble.

Why Cote de Pablo Left NCIS in 2013

De Pablo left the main cast at the beginning of Season 11 in 2013. Her departure was not simply a matter of Ziva choosing to return to Israel. In an April 2016 question-and-answer session at Babson College, the actress explained that concerns about the scripts and the character’s proposed direction influenced her decision.

As reported by UPI, de Pablo said:

“Unfortunately, because of political things and the scripts not being good enough, I chose not to [continue],”

The actress also spoke about the connection she had developed with Ziva after eight years in the role.

“I love this character. I worked eight years in crafting this character and loving her, so when I felt or I perceived the character was not being treated with the respect that she deserved, all the money in the world [couldn’t make me stay],”

De Pablo also objected to a proposed storyline that would have sent Ziva back to Israel under unhappy circumstances.

“They were going to send her back to Israel and make her an unfortunate, miserable woman,” the actress said. “I didn’t think it was fair. So I said, ‘Until someone can really write something fantastic for her, I won’t come back.’”

Her comments offered a clear explanation for why she chose to leave. The issue, as she described it, was whether the writing gave Ziva the treatment and direction she deserved after years of character development.

That decision created a challenge for NCIS: the series needed to move forward without losing the ensemble chemistry that Ziva had helped establish.

How Ellie Bishop Changed the NCIS Team Dynamic

Following Ziva’s departure, NCIS introduced Ellie Bishop, played by Emily Wickersham. Bishop first appeared in Season 11 as an intelligence analyst with a photographic memory before becoming a field agent.

Rather than recreating Ziva, Bishop brought her own investigative strengths, personality and relationships to the team. Her arrival allowed the series to develop a different dynamic while continuing its established investigations.

Comparisons between the two characters were inevitable for viewers familiar with Ziva’s years on the show. However, their approaches to investigations and their relationships with established agents were different, making Bishop a distinct character rather than a direct substitute.

Bishop eventually left the main series after Season 18, with her storyline taking her into an undercover operation. Her departure became another example of the cast changes that have shaped the franchise.

Her different approach to the role does not mean she failed as a character. Instead, Ziva and Bishop occupied separate places in NCIS history, and the series continued beyond both departures.

Tony and Ziva’s Relationship Took Years to Reach a Resolution

One of the biggest consequences of Ziva’s original exit was the uncertainty surrounding her relationship with Tony.

Their connection developed over multiple seasons through flirtation, humour, professional trust and moments of vulnerability. Episodes including Season 3’s “Under Covers” and Season 7’s “Truth or Consequences” helped establish the emotional foundation of their relationship.

When Ziva initially left, however, the pair did not receive a conventional romantic conclusion. Her presumed death left Tony and viewers without a clear resolution, while Tony’s eventual departure created another major shift in the original team.

In Season 13, Tony learned that he and Ziva had a daughter, Tali. After being told that Ziva had died, he left NCIS to raise their child.

The revelation changed the meaning of their relationship. Their story was no longer only about two agents whose personal feelings had developed alongside their professional partnership. It also involved a family and years of separation that had never been fully addressed.

Yet Ziva’s presumed death was not the end of her story.

Ziva’s Return to NCIS Changed Everything

Ziva returned in the Season 16 finale, “Daughters,” before appearing again in Season 17. Her reappearance established that she had survived, overturning the assumption that had shaped Tony’s departure.

The return allowed NCIS to revisit Ziva’s connections with Gibbs and the wider investigative team while addressing the consequences of her absence.

Her story eventually led towards Paris, where Tony and Tali were living. This development linked her original departure to the possibility of rebuilding her family life and provided a path towards the next chapter of her relationship with Tony.

Rather than remaining a character whose story ended offscreen, Ziva returned to the franchise and continued developing beyond her years as a regular member of the NCIS team.

NCIS: Tony & Ziva Finally Gave the Couple a Romantic Resolution

The next major chapter arrived with NCIS: Tony & Ziva, a Paramount+ spinoff announced in February 2024 and premiered in September 2025.

The 10-episode series followed Tony and Ziva as they raised their daughter in Paris. Tony operated a private security company, while Ziva ran a language school. Their lives changed when Tony’s company was attacked, drawing them into an international conspiracy that forced them to travel across Europe while protecting their family.

The spinoff explored their relationship outside the structure of the original investigative team, including the years they had spent apart and the challenges of rebuilding trust.

TVLine reported that the show’s teaser trailer attracted 93 million viewers during its first week of release. That figure refers to reported trailer viewership, not the number of people who watched the complete series.

The first-season finale aired on October 23, 2025. After completing a mission to rescue Interpol officer Martine Aranow, Tony and Ziva told Tali that they wanted to start dating again.

Ziva also gave Tony a photograph of his late friend Henry with Tali. The finale ended with Tony and Ziva sharing a kiss, giving their relationship a romantic resolution that the original series had left incomplete.

However, the reunion did not guarantee a long-running future for the spinoff.

Paramount+ cancelled NCIS: Tony & Ziva after one season, with the decision reported on December 19, 2025.

In a joint statement, Weatherly and de Pablo said:

“We feel incredibly lucky to have had the chance to play these characters once again and to tell the next chapter of Tony and Ziva’s story.”

They also thanked the fans who had followed the characters, saying they were grateful that viewers had finally seen Tony and Ziva “find their happily ever after.”

Although the cancellation ended the spinoff’s run, its finale gave the couple a clearer romantic ending than their original storyline had provided.

NCIS Season 24: Tony Returns as Director

Tony’s story took another turn when NCIS Season 24 premiered on October 6, 2026. The premiere, titled “Wayward Son,” brought Weatherly back for a season-long storyline.

According to CBS’s official season-premiere announcement, Tony returned to Washington, D.C., to open a satellite office of his private security firm. His arrival connected to the investigation surrounding the shooting involving McGee’s son and a new threat to the Secretary of the Navy.

Tony also became the new NCIS director after initially declining the government’s offer to replace Leon Vance. The Secretary of the Navy ultimately insisted that he take the position.

Showrunner Steven D. Binder told TheWrap that Ziva had also approved the decision. Tony’s new role creates a different relationship between him and the investigative team. Instead of returning as the field agent viewers knew from earlier seasons, he now occupies a leadership position.

The premiere also provided an update on Ziva’s life following the events of NCIS: Tony & Ziva. She took a job near Tali’s new boarding school in the Boston area, while Tony also appeared to be staying close to their daughter.

These details keep Ziva’s family story connected to the flagship series, even though de Pablo has not been confirmed as a returning cast member for Season 24.

Binder has also discussed the possibility of Ziva visiting Tony while he works at NCIS. However, that possibility is not confirmation of an appearance, and no specific return date has been announced in the sources cited here.

Why Ziva David Remains Difficult to Replace on NCIS

Ziva’s lasting importance comes from the combination of her professional identity, her relationships with the original team and her extended family story with Tony. Those elements developed across multiple seasons, making her departure more complicated than a routine cast change.

The introduction of Bishop allowed the show to develop a different team dynamic. Ziva’s later return then reopened storylines that viewers had believed were finished, while NCIS: Tony & Ziva finally gave her relationship with Tony a romantic conclusion.

The spinoff’s cancellation means there is currently no second season planned for that series. Nevertheless, Tony’s return as NCIS director creates a new connection between the franchise’s history and its present.

Ziva’s job near Tali’s school and Binder’s comments about a possible visit leave room for further developments, but they do not confirm that de Pablo will appear in the flagship series.

Conclusion

Ziva David remains difficult to replace because her impact on NCIS extends beyond her work as an investigator. Her bond with Gibbs, her place in the team and her long-running relationship with Tony helped shape the series across multiple seasons.

The franchise has continued with new characters and leadership, but Ziva’s return and the resolution of her story with Tony have kept her legacy relevant. With Tony now serving as NCIS director in Season 24, her connection to the team and their daughter remains part of the wider narrative.

Whether Ziva returns to the flagship series is still an open question. What is clear is that NCIS has continued to build on the history she helped create rather than simply replacing it.
