Where to Find the S.T.A.R.S. Office Briefcase
The briefcase is located on the second floor of the Raccoon City Police Department, inside the S.T.A.R.S. Office. Once inside the office, make your way to the back left corner of the room where you will find a small locker area. The briefcase sits inside one of the lockers and has a three-letter combination lock on the front.
The area only contains a couple of zombies and is largely safe to explore, so there is no need to rush through it.
How to Find the S.T.A.R.S. Briefcase Code the Proper Way
The code is not handed to you directly. Instead, it requires you to follow a short chain of clues across the RPD, starting in the S.T.A.R.S. Office itself and ending in the Library. Here is each step in order.
Step 1: Read Barry’s To-Do List
As you exit the locker area in the S.T.A.R.S. Office, you will find Barry’s To-Do List on the desk directly ahead of you. Reading it reveals that one of Barry’s priorities was tracking down a missing library book, with the only clue being that the captain had checked it out last.
It is worth noting that Barry’s To-Do List also marks the starting point of a separate side activity known as Barry’s Scavenger Hunt, which leads you through a series of photographs and clues around the RPD and ultimately rewards you with a Jojo Locker Key. The briefcase puzzle and the scavenger hunt are two distinct activities, however both begin from the same desk, so it is worth completing both while you are in the area.
Step 2: Find the Library Card in Wesker’s Desk
The captain in question is Albert Wesker. His private office is the smaller, segmented room separated from the main desk area in the S.T.A.R.S. Office. Head inside and interact with the top drawer of his desk.
The drawer will appear empty at first. To trigger the Library Card to appear, you need to either exit Wesker’s office and re-enter it, or simply wait a short while before pressing interact on the drawer again. Once it appears, the card reveals that the missing book is titled Medicinal Benefits of Herbs and that Wesker checked it out and subsequently returned it to the RPD Library.
It is important to interact with both Barry’s To-Do List and the Library Card before heading to the Library. If you skip either file, the book in the Library will still appear on the shelf but you will not be able to interact with it.
